The allegations have inspired two Air Force studies, a Department of Defense study, and a congressionally mandated independent review of the allegations. At the latest hearing on the scandal, John Warner, the Virginia Republican who serves as chairman of the Senate Armed Services Committee, told Air Force secretary James Roche that his nomination to become secretary of the Army is on hold. The Senate intends to keep Roche, and therefore the Army and the Air Force, in limbo until yet more reports on the scandal are delivered in December. Never mind that Roche wasn''t in charge when the academy was allegedly discouraging cadets from reporting assaults. In the Pentagon, it seems that only gender crimes are punishable by job loss: Let''s see if anyone is held accountable for the scandalous security lapses at Guantanamo Bay. Meanwhile, the senators hold the services hostage so that they can grandstand about a cadet scandal. Good thing we''re not at war.
